Jim Phillips is recognized for his years of dedication to the development of leadership and citizenship in young people through the sport of wrestling.

Jim served as wrestling coach for 20 years and wrestling official for 35 years.
He was assistant coach and head coach at Lebanon High School where he was Valley League Coach of the Year four times. His teams won four league championships and finished in the top ten at state six times, taking the third place trophy in 1991. His teams hold a 213-103-7 record, had 137 district placers, 28 district champions, 22 state placers, 7 state finalists, and 3 state champions. He created and led the Lebanon Kids Wrestling Club, directed the Brownsville/Lebanon three-style Coaches' Wrestling Camp, coached 12 Oregon Junior National teams and served on the Oregon State Junior Council board of directors. Jim's career as a wrestling official began in 1984 and continues through the 2010 OSAA state tournament. He has been commissioner of the Albany Wrestling Officials Association since 1996 and was named Oregon Wrestling Official of the Year in 1998, 2005 and 2010. The long list of event he has officiated include the OSAA state tournament, Oregon Wrestling Classic, Junior National Freestyle & Greco Tournaments, Concord International Greco Tournament, Olympic Trials, World Cup dual meets, and U.S. Open Championships. As an NCAA official, he has worked PAC-10 Championships, Big-10 Championships, NCAA Division 1 Western Regional Qualifying Tournaments, Western Regional Junior college Championships, WCA National Dual Meet Championships, Cliff Keen Las Vegas Invitational Tournaments, Reno Tournaments of Champions, Best of the West Tournaments, and Texas Duals. Jim was a five-time NCAA Division 1 Championships evaluator of officials.
