He built his legendary reputation by directly servicing the elite, private prep school landscape across the Commonwealth. He spent decades as a premier referee for intense rivalry duals, regular-season invitationals, and league tournaments.

He was particularly celebrated as a trusted, recurring official for high-stakes matches hosted by Woodberry Forest School. At his 2003 induction, fellow honoree and legendary Woodberry athletic patriarch Dick Glover publicly recognized Bumgardner's elite technical skill, celebrating him as "one of the best refs I have ever seen."

His Lifetime Service to Wrestling award is in recognition of his vast, multi-decade record of operational excellence and his profound dedication to preserving fairness and integrity on the high school competition mats.
